Organizational Context
The Hellenic Financial Stability Fund (‘Fund’) was established as a legal entity under Law 3864/2010 with the objective of contributing to the maintenance of the stability of the Greek banking system, for the sake of the public interest. The Fund is managed by two distinct bodies: the three-member Executive Board and the nine non-executive members General Council.
The Audit Committee is established by a decision of the General Council and composed of two
members of the General Council and one external expert of recognized standing and experience in auditing and accounting. The Audit Committee shall supervise the internal audit function, make recommendations on the scope of external audits, consult with the external auditors on the audit findings, review the HFSF financial statements, report to the General Council and the Executive Board on a regular basis and regulate any issue concerning its operation.
The Fund is seeking to attract an External Expert of recognized standing and experience in auditing and accounting to be appointed as a Member of the Audit Committee.
Announcement
The purpose of this call for expression of interest is to attract candidates with the appropriate profile. The term of the appointment will be until the 30th of June, 2020.
Requirements / Qualifications:
Candidates should meet the following criteria and conditions:
Education: A BS degree in Accounting, Finance, Business Administration or related disciplines.
Other professional qualifications in auditing and accounting (ie SΟEL, ACCA, ΙCAEW, AICPA etc)
will also be considered.
Languages: Excellent command of the English language.
Field of Expertise: The External Expert shall be selected among professionals with proven
experience of over 20 years in financial auditing and accounting as external and/or internal
auditor in large corporations and organizations as well as in highly recognized auditing and
accounting firms. Experience at Board Level and/or as member of Audit Committees will be
considered as a plus.
- Candidates must also possess experience in reviewing financial statements and excellent use of IFRS. They must be able to demonstrate their exposure to complex business environments and business models, their understanding of HFSF’s activities, their ability to manage internal and external auditing processes and stakeholders as well as their ability to perform risk assessment and support the implementation of corrective actions.
- The External Expert shall attend Audit Committee meetings and review the relevant material.
- Independence from the HFSF’s activities and operations, institutions participating in the
Governing Bodies of HFSF, the Systemic Banks Groups, the General Government and Systemic
Banks’ connected borrowers is a pre-requisite. - The External Expert will be appointed subject to the absence of any personal or legal conflicts and restrictions, as described in the article 4(6) par. a,b,c of law 3864/2010 and article 7(3)(b) of law 3016/2002, and shall maintain loyalty and strict confidentiality. Applicants will be invited to confirm their compliance with the above and upon appointment to submit a formal declaration.
